Nairobi, Kenya – 28 January 2026 – A senior delegation from the Republic of Somaliland, headed by the Director General of the Ministry of Finance and Economic Development, Mr. Maxamed Xasan Saleebaan, convened in Nairobi today for a strategic high-level meeting focused on restructuring the World Bank-supported Strengthening Economic Resilience Program (SERP).
The SERP Project is a cornerstone of Somaliland’s public financial management reforms, designed to fortify institutional accountability, transparency, and capacity in the stewardship of public resources. Its successful implementation is critical for advancing domestic revenue generation, improving fiscal governance, and strengthening public sector administration.
This three-day forum will facilitate an in-depth technical review of the SERP restructuring plan. Delegates will examine proposed refinements to the project’s scope, operational components, and results framework to ensure its strategic alignment with national development goals. The discussions aim to optimize project delivery, maintain timeline integrity, and maximize developmental impact for Somaliland.
The Somaliland delegation comprises key institutional leaders, including:
· Chairman of the Civil Service Commission
· Chairman of the Good Governance Commission
· Director General of the National Tender Board
· Director General of the Civil Service Reform and Employee Rights Agency
· SERP Project Coordinator
· Senior representatives from the Office of the Auditor General and the Office of the Accountant General
· Deputy Directors from the Ministry of Finance and Economic Development
· Members of the SERP Project implementation unit
The World Bank delegation is led by Ms. May, with participation from senior specialists Mr. Kandi and Mr. Vikram.
In parallel to the plenary sessions, Director General Mr. Saleebaan will hold bilateral meetings with Mr. Hideki Matsunaga, the World Bank Country Manager, alongside other current and prospective project leads. These sideline consultations are intended to deepen collaboration and accelerate the execution of priority investment programs in Somaliland.
